Hopefully the specific mention of countries outside the US means fans in those areas can now also download the ebooks?  At any rate, the link to subscribe (free) to BookBub is https://www.bookbub.com/home/ , so hopefully if you live in one of those areas, you can now download the books from the newsletter.
