Is it carried only on the Y chromosome or does it rest in the broader genome?  In short, could a woman wield it?

I don't know how we'd find out or that anything except dire necessity would justify the experiment.

Could Roxanne be asked to undergo the initial parts of the activation as a back-up to any male Regent?
